Summary
The latest Azure versions require 10* versions of several dependencies that were previously on .NET 8. These dependencies are not scoped solely to the AzureBlobStorage extension as originally thought, due to their use in Azure AD authentication in the dotnet-monitor project. Updating these versions centrally to use .NET 10.
